First, you will need to check laws in your area about businesses and their regs.
Then you need to establish credit with your vendors – the companies that provide you with items to sell or the things you need to make in house products.
Also you would need several bait sources in case one cannot provide your needs.
I don't know much about bait/fishing, but you would need a place to make and sell your items.

If you're looking to penetrate the market you will need to do some research. Determine who your target audience is and learn about them, where they go, what they're doing. Put you product in front of them or learn when they will be at a source where you can tell them, I.e. web, tv, radio, billboard. Find your competition, learn who the largest competitor is, learn about them, use that knowledge to your advantage. Find the market offering your product that is successful and learn what supports that success. Be innovative. Focus on customer service always.
